Can anyone tell me the difference between 'ordinary' icing sugar & royal icing sugar please.

I saw a box of royal icing sugar on the supermarket shelf this morning. It was next to a box of ordinary icing sugar. To make royal icing with ordinary icing sugar you have to add egg whites, but the instructions on the box of royal icing sugar said just to add water. So there must be something in the royal icing sugar that isn't in ordinary icing sugar so that you don't need to use raw eggs to make royal icing.
