I know it's a clear broth with beef served over dry french bread but how do you make it

It might be pronounced 'soupish' but it's spelt 'sopas' ;-)

This recipe seems to be what you're looking for. (It uses the American phrase 'pot roast'. Simply substitute any suitable cut of beef, which is appropriate for economy and slow cooking):
