Do children under 3yrs have to go in a car seat with a 3 or 5 point harness by law?

I am having some difficulty establishing this. I have a Britax super cruiser seat which states its suitable form 9mths/20lbs. I have been using it for the toddler that I look after. Someone has now told me that only a seat with the proper harness should be used and not the one I am using that fastens with the adult seatbelt. Is this correct? I did contact Britax before I started using it and they said it had been tested and was safe but they didn't make them any more.

if its from 9months then surely it has a harness strap builti in to it?
group 2 seats (boosters) that dont have integral harnesses are suitable from 15ks (about 4 years old)

i cant find a super cruiser listed, is it an old model? I think seats should be replaced every so many years.
