Parking Ticket received outside home!

I have received a parking ticket for parking outside my flat. There is a 30 minute free parking bay during the times of 10am - 7pm. Over 5 years ago most of the properties were shops but have now been turned into flats. I have no drive to the property. Do i have a right to park there? Should the council now change the bay?

Of course you have a right to park there, for 30 minutes at a time between 10am and 7pm.  Unfortunately, you were illegally parked so you got a ticket.  The council can have whatever parking restrictions they like, wherever they like (on council owned roads).  The best you can do is try to have the restriction changed due to it now being your home.  Suggesting a residents' permit scheme might be a good way to win them round.
