can a dad put his name on the childs birth record without the mothers permission

I know that if the child is born to unmarried parents, then both parents have to attend for the father to have his name added, as the mother could add any man's name she liked in their absence. this means that they have to attend together if they are unmarried as a child can only be registered once and no addition made unless it is after the parents marry and within a year of the childs birth (as i recall)
It isn't a case of you giving permission ~ it is more a case of the father giving YOU permission to put his name on the certificate.
