Where does the saying Charlie dont surf come from and what does it mean?

Apocalypse Now. 'Charlie' was GI slang for the Viet Cong (or all Vietnamese, really) and the suggestion was that, unlike Californians (and Robert Duvall), they were so primitive they didn't go surfing.
i've just recently read a book about apocalypse now and i seem to remember there being a bit more to it than that - sadly, the book's at home so i can't tell you it now. if i remember i'll have a look when i get home.

and incidentally, charlie was the name given to the Viet Cong, not the vietnamese in general. it comes from Viet Cong > VC > Victor Charlie (radio speak) > shortened to just Charlie.
