How to hang a curtain rail from the ceiling?

Is there any way i can fit a rail into the ceiling without having to drill?

That doesn't sound too strong. I wouldn't fancy living above you.
You use a rail divider or add-on like they use to suspend notices in supermarkets.
Or make some from fishing line and wrap around a tile/bar.
'Line of pull' on the fixings of a ceiling mounted curtain rail would be significantly greater than that of a wall mounted one.

It's dependant on the weight of the curtains and pole (and any cats, lol), but I couldn't recommend an adhesive product for that task.

A drilled fixing will be much better if you can do it.
or fit vertical blinds anyway, that looks like the window in the movie where they saw someone shot,
