Static Caravans and council tax

I heard that if the wheels are left on a static caravan, it's not classed as a building and does not attract council tax. Is this true?

That doesn't sound right (not calling you a liar). I thought council tax was based on the price of the property.

•If you own caravans or mobile homes – if you live permanently in a caravan or mobile home, you will pay the council tax. If you have a caravan that you let out as a business, you have to pay business rates, not council tax. Towing caravans kept at your home will not be subject to either council tax or business rate

It's Band A , my friend lives in one.

It's just some mobile homes are worth far less than some cars, let alone houses. Is the lowest band up to a certain value? Sorry I am new to council tax banding.

Sorry only just followed the link redcrx posted. £40,000 (band A) is far more than most mobile homes are worth, specially used ones.
that doesnt make any differnce. My house was valued at 28k and that was a band A too

Please also remember you will need planning permission to live in a static caravan
Yes, you cannot just live (lawfully) in a caravan - static or not. If you live in it for more than 28 days, you are liable to have to apply for planning permission which will not normally be granted.
If once you have PP, the van would be rated at Band A for council tax - the lowest band.

You are in a bit of a catch22 - best not to go and ask the PP people as it alerts them.
That's the PLANNING bit. The council tax requirement follows the planning requirement / decision (as far as I know)
