Blacklisted for what?

I was under the impression it was the person rather than the address that would be on a blacklist?

It's not the house that gets blacklisted (I think it use to be) It's the person.
You need to get a copy of your credit report,so get in touch with one of these companies:-

http://www.experian.co.uk/
http://www.callcredit.co.uk/
http://www.equifax.co.uk/

If there is someone on your report that isn't you or who isn't financially connected to you then ask to have them removed.
There is no such thing as a black list. The combination of address and person forms the basis for a credit record. An address alone does not form a record. The links above can be used to examine your credit record.
