Should the government have to nationalise Lloyds TSB
would they have to pay shareholders the going price ?

No they do not have to pay the going price if they nationalise Lloyds.
Look at what happened to Northern Rock!! the share holders fought through the courts for decent compensation and ended up with nothing.
Railtrack was another with the same result.
Governments do not care about the small investor.

By 'the going price' do you mean the prevailing share price at the time?
No, you may get nothing. At best you'll get a token amount.
