I bet you already have software that will do it.

Microsoft Works, which is installed on many home pcs, has templates, for example

[Buenchico]

While Microsoft Word (or similar word processing software) can help you design basic flyers, you'll not get the flexibility that a decent desktop publishing program provides.

Serif PagePlus SE is completely free and will do exactly what you want:
