Most spray protectors you can buy in shoe stores or shoe repair shops are a product to make leatherm suede or fabric water resistant and works only if it is added repeatedly during the life of the shoe/boot.
Water proofing is a different process and can be done professionally by specialists but is expensive, i am not sure of any over the counter product that would waterproof a pair of fashion boots without changing their appearance but i could be wrong.
