It says a postal order can be paid through a bank account, otherwise anyone can cash it. You have to write the person's name and cross it a/c payee .. but can a postal order be cashed in this way through a building society such as the Halifax. (I know Alliance & Leicester allow them but they are a bank now). Also, do you have to wait for it to clear like a cheque, as it is cash in my opinion.
