Pseudo turn number

Hello,
I shipped some goods in and they have been held up at customs while I applied for a pseudo turn number (as I am not VAT registered).
I have been given the pseudo turn number, which I will pass on to the customs clearance department tomorrow, but what does this mean to me? Will I then have to pay VAT? And to who? Or will it be a year end thing? The information on the HMRC website is a bit confusing.
