Do I declare this for Income Tax ?

A Legal and General Investment Savings Plan does not directly pay me any interest as it is reinvested within the plan to buy more units.
Does this have to be declared on a Tax Return to HMC & R .?

If it actually is interest, then yes. Whether paid out or reinvested.

Ditto if it's dividends.

Unless you are a higher rate tax payer there will be no more tax to pay.
