can you help? my farther and step mom are both in hospital both with mental illnesses my step mom has a relative as next of kin but he does-not want to know her, does that mean that my-self and my siblings can apply for power of attorney for both of them, if so what do we have to do and is it a seperate application for each?

You need the website of the Office of the Public Guardian.It explains how the law now is, since the passing of the Mental Capacity Act 2005. The problem is now much easier to resolve than it was.The site explains the law and what you can do and also gives a link to the Act itself.
