Bank account with the highest rate...no penalties

Some banks deduct a % of the rate an account pays in a month if one makes a withdrawal. Some even pay no interest during the withdrawal month. Some accounts will pay a high interest only up to a certain amount.

Does anyone know an account with no penalties like this that pays the most interest? Its acceptable if a certain number of withdrawals can be made during a month or year.

You haven't stated if you want a current account, a deposit account or a regular saver.
