I have a Paypal account which I use albeit rarely. I went to pay for something using it at the end of March and was told that my account had been restricted as I had not agreed to the new user agreement within the timeframe. This was an oversight on my part. I have emailed Paypal twice asking how this can be overcome and to date I have had no reply. Has anyone any solution? I would close the account but can't until the situation is resolved.
