I work for HMRC and can tell you that this has been going on for months, this Lean processing stinks. It's just a load of cr@p to sicken people and so reduce staffing levels in the civil service. It's not even more efficient, less work is getting done, and there is a backlog of unopened post going back five or six weeks. If you have a Self Assessment form to get in, I would do it soon, as the PCS union is balloting to go on strike on the 31st of this month, which is Self Assessment deadline day...
As for putting the form in on-line, it takes over a week to get your PIN, so best get cracking either way...
