If a person had a relatively recent contract out on a phone (say 3 months into the new contract but have been with the company for several years) and then they die. What happens to the contract should it be paid off by a relative?

Definitely not paid off by a relative - it should be paid out of money that the person had when they died.If he had no money then tough on the phone company

Depending on the phone company:

it could be treated as if he had cancelled the contract on the date of death

or

future payments could be waived

Calls if relevant would be payable in either event

When you die - a debt dies with you. UNLESS you have assets left when you die (money, property, goods etc) - whoever has responsibility for your assets when you die has to ensure that all debts are paid up before any money is passed on as inheritance.
