Short Time Working And Is It Ok For The Factory Workers To Be On It But Not The Office Staff?

Hi, not sure if i've posted this question in the right category.

The company i work for has recently put all of their factory workers on Short time Working, we've gone from 39 hours a week plus overtime to a 4 day 32 hour working week due to a lack of work, our office staff are still on their normal 39 hour working week, for them, nothing has changed, is this normal/legal or right, i wonder if someone could shed some light on it for me.
