confused about fraud sentencing....

Why is a fraud case involving millions of pounds from undeclared landings not going to have a jail sentence. Only a fine and proceeds of crime claimed back. If fraud is different when it is in the fishing industry then why is that the case? people are jailed for fraud of just a few thousand pounds...so why is this kind of fraud in the millions not carrying a jail sentence? ...so confusing.
