If a shop or website says you can pay by Visa does this include Visa electron - or does this have to be mentioned separately ?

Shops will display the Electron sign separately from the VISA sign if they accept the card. You are unlikely to buy on line using an Electron card unlkess it has a 3 digit security number on the reverse. So, if they don't specifically say Electron, the answer to your question is no, it does not necessarily include Electron.
Remember Visa is Visa, visa electron is different. You can only use visa eletron if it actually says both those words. Nowsdays you will find less and less places taking electron, so might be a good idea to get another card.
Nowadays you will actually find *more and more* places accepting Electron - some even online but it has to specifically say that Visa Electron (not just Visa) is accepted.
