Unless the currency aboard your cruise ship is $US you won't be able to use them anywhere, though they will be easily enough exchangeable into local currency.

You'll need euro in most places (depends what ports you call at) - the question is the best way to get them. An ATM is generally reckoned to be the best bet.

Avoid TCs - they are not always easily (and even less often cheaply) exchangeable in Europe.
If you are going on a cruise, go to
http://www.cruisecritic.com/
where there is tons of info. You will be especially interested in the Western Med board in the Ports of Call section. We did 2 weeks on Royal Carribean in May and got so much info on this site.
You should be able to use euros most of the way along the northern Mediterranean coast, but you may need local currency if you're going to ports on the southern coast (eg Tunisia). But not much if you're only there a day at a time; you may well be able to change some money at bureaux de change at the cruise port.
Further to jno's point, Tunisia is one of those places where you can only get the local currency when you are there....take out a smallish sums at ATM's as prices are quite low and you don't want to be left with unused currency and a poor buy-back rate.
I would use ATM's in most other countries to take out euro's as needed.
