You can earn a minimum up to the tax free limit without paying tax, it's only when you earn over your personal allowance you start paying tax. That and ISAs are the only way I know.

To add to Boxtops reply, if you are Non Resident in the UK you can get interest on UK Government securities paid free of UK tax.

Basically, you're restricted to ISAs or NS&I products.
