eBay Final Value Fee - defintion?

eBay says that when you sell an item, it charges you a Final Value Fee based on the item's Final Selling Price.. (i am looking into selling Buy It Now so i believe the fee is 9.9% for my products)

What i want to know is.. is that 9.9% of just what the item sells for (not including the separate P&P i might add on) or is that the sum of what the item sells for and the P&P i charge them (ie - 9.9% of all the money the customer sends me?)

I mean, "Item Selling Price" implies just the amount the customer pays for the item, and not any P&P costs added to send the item, but surely this is not actually the case?

Any help would be appreciated as I have not yet sold on eBay, thanks in advance
