has this happened? My OH tells me they've lowered it to 35 k pa

If I remember correctly tha change was made to help fund the pretty hefty increase in the basic personal allowance which was wanted by the Lib Dems.

Not yet - starts in April
£35k of taxable income remember, which given the increase in personal allowance to £7,475, actually means you have to earn nearly £42,500 before you pay 40% tax,
