Never heard of it.
could it be vitamin c ?
Even if you meant Vitamin C...........scurvy..........never seen a case..........unusual in the Western World................unless one had a chronic self-absorption syndrome or was severely undernourished for whatever reason.
Vitamic C is also known as serum ascorbic acid, so I would think this is a vitamin C deficiency.
Could just mean it's not as high as normal, would have to be pretty low to cause anything like scurvy.

I have a Vitamin D deficiency, guessing it's due to a malabsorption disorder I have, and am prescribed calcium supplements to help that. Similarly there there is a difference between having a lower than normal amount and it being so low as to cause symptoms as it does in me (osteomalacia - adult equivalent of rickets).

Is this a health related question for you or someone else or something more academic like a home/coursework question?
