Why do the tips of my fingers crinkle up if I stay in the bath for a long period of time?

Because the skin absorbs some of the water (more absorbant in some parts including your fingers) making the skin expand slightly and the result is that the skin goes wrinkly because 'more' skin covers the same surface area of your body so its squashed up together.

I'm crap at explaining things but i think the idea is right.
