How to get hair one color after highlights

I have old highlights that i've tried to get rid of by dying my hair back to it's natural color and the highlights are still visible; you can hardly tell i've even dyed my hair. I've used neutral protein filler 'color insurance' by COLORFUL before the dying process and the color is still uneven. I have followed directions on the back of the bottle, what is the solution to this problem?
