Electratech - economy 7 heating & hot water

Can anyone help with this problem I have?

I am having a problem heating my water on the electratech system.
The water is only aired and I am having to boil 2 kettles of water to heat up the bath water.
I have had 2 new thermostats - a new mixer valve and a new programmer - and I still have the problem. I have had the plumber and the electrician and they seem at a loss as to what is the matter.
When I put the boost on for a bath it only charges up for 7 minutes where previously (before the problem) it took 30 minutes, so therefore I cannot get a bath of hot water from the tank. This problem has been going on for 3 months now so I am a little fed up.
Any thought would be greatly appreciated.
