Weak arm in young children

My friend saw an article either on GMTV or BBC equivalent about how a weak arm in young children is quite common. It is called something like arm pull ... but she could not remember. Another friend of ours has a child of 18 months who has not fallen, fractured or broken her arm but does not want to use it. Almost as though the ligaments are week. Did anyone see this article.

I didn't see it but anything like that should be checked out properly by a doctor.
I think that a doctor should see the arm still even if you did see it somewhere. I didn't see the article but I also read about it somewhere.

Yes, she has seen a doctor at the hospital today. The condition I could not remember is called pulled elbow but it could not have been this. The hospital think that it may be to do with a virus.
