Absent landlord?

We live in a small cul de sac and have tenants from hell opposite. They rent the house, all summer it was parties until 3am, no respite in winter - now there are parties with wood burners to keep them warm. When we bought, we had to agree to a covenant. Do tenants have to abide by these?
We obviously can't ask them who landlord is, but how can I find out? land registry is no good and they're not on electoral roll.
Please help!

I think the only way would be through your local Council JT. If they make a lot of noise, then contact the Noise Abatement society.

Let's hope bubblegum doesn't see this, not only can he/she not read the question, but is very rude, also!
You could ask them who the LL is (unless you think they may be abusive). Have you spoken to other neighbours, perhaps they would know if it was rented through an agent (who would be the first point of contact).

In the meantime contact your local council about the noise - there should be a phone number on their website.
