Surname "Williams" - Whats its origin?

I have read that its norman and some places old french - do they mean the normans from france or do they mean the normans as in norsk.

Son or descendant of Guillemin, a pet form of Guillaume, the French form of William. From the Belgic "guild-helm," harnessed with a gilded helmet or "welhelm," the shield or defense of many. Derived from the given name "William," an Old French given name with Germanic elements: wil = desire, will; and helm = helmet, protection.

Normans are French.(Normandy) Norsk is Scandanavian.
Normans are French now, but they weren't quite French then - it's short for Northmen, and they were descendants of Vikings, as were many English people. The Scandinavians got around a lot, settling in what is now Normandy as well as the north-east chunk of England. Norman French was sometimes a bit different from Parisian French in those days
