If our skin is constantly renewing itself then why doesn't dissappear?

Because the ink penetrates the dermis, the layer below the epidermis which is made up of several layers. It's only the top layer of the epidermis that we shed with new layers being constantly grown from beneath. Though the epidermis is made of several layers, they're only one cell thick and so the ink in the dermis below can clearly be seen.
