four weeks ago i received a blood sugar monitering( freestyle lite) machine.my early reading were 13-17.i have been using a new prescribed tablet and today my reading is 3.2 but i feel dizzy.is this a normal reading or is it too low ?

seriously its low. Give the doc a call.
3.2 is low. eat a chocolate hobnob.
Clearly you live on the UK and that blood sugar reading is low and could explain your dizziness and yes it is too low.
Take some fruit juice and tomorrow see your GP or diabetic trained nurse.

you will soon learn to get the balance right

Try to add foods that are low fat/high protein and 'brown' carbohydrates like wholemeal rice, pasta and a little wholemeal bread.. also beans it will help you keep your background sugar level a little steadier
