I have had some little red spots on my body skin for almost 4 years, they do not itch at all, is just that my skin does not look and feel smooth, I have them on my lower shoulders, stomach, and on my back. Does anybody know what kind of skin problem is this? Is there anything I can do to get rid of them?

Try rubbing in some moisturiser every day. Doesn't have to be an expensive one, try Vaseline Intensive Care.
My wife has exactly the same red spots.  BY strange coincidence I was asking a surgeon(I work in Theatre) what they were as I noticed them on a patient.  He told me the name of them, which now escapes me at the moment!  He said they are nothing to worry about, just that they were a sign of age!(His words, not mine).

Thank you all for your answers....But Sings of age? I'm just 21 years old (male). Another thing that I forgot to mention is that I went to our family Doctor and he told me something about the hair that is on the body skin, that it has more than one hair in the spot and one of them does not have chance to come out, that's why some of them look kind of black too, that I didn't have to worry about, that's why he didn't refer me to a dermatologist. But i'm just not happy that way it looks.
Try using something like Dermol 500 Lotion as a soap substitute with either one of those scrubby sponges or a loofah.  The rough rubbing is good for the circulation and they often get rid of the raised spots.
Do they look like little red moles? If so, I have found they can be removed by the same freezing method that is used to remove warts - the doctor touches them with liquid nitrogen and they fall off a few days later.
I have exactly the same things on my shoulders, back and chest, I'm 23, male and have had them for about 4 years also.

Signs of age makes me laugh, glad they are simple to remove, I also think I have established the cause of these, in my case at least, so if anyone is interested contact me
I know exactly what you are talking about and they are not trapped hairs and moisturising is of no use. They are more like little blood blisters. I am a middle-aged woman so I thought it was just down to age but I think it is more about heat! I (again at my age!) get very hot and I think they are a type of permanent heat blister. I guess the young men asking about them are quite sporty? I am getting more and more as time goes on but I don't think there is anything that can be done about them.
They are probably Campbell de Morgan spots. See this link: http://www.bbc.co.uk/health/ask_the_doctor/cam pbellmorganspots.shtml
If these are not itching this mean atleast these are not eczema. As you describe these red spots or on shoulder and back. These part are not open to sun it mean these are not due to sun exposure or pimple like thing hence no chance or Rosacia.
Most probabley these red spots are due to the some allergic reactions in your skin. As I have recenty gotten a page while searching for your problem i.e http://www.vitiligoguide.com/red-spots-on-skin / thay indicate some time allergic reaction also appear in rashes , and these red spots also seem like a regular skin condition.
