Why can't people speak to each other quietly?

Why is it that some people cannot speak to each other quietly? I have noticed it particularly in the recent good weather when people have been sitting out in the garden.
There are some who seem to shout every time they open their mouth. What's wrong with them, are they deaf? It's unneccessary and very common.

Some people don't actually realise they're doing it.
I love you David, you seem to hate the general public as much as I do- have you thought about getting a dog and moving to a little deserted island off the coast of Scotland? I know I have!

Anyhoo- i don't know, booze probably has a lot to do with 'loud' folk.
Got that trouble with next door. I can hear him right through the adjoining wall. He has a very loud voice. Unfortunately his native tongue is French so I cannot understand what he is saying otherwise it might be a bit more entertaining. Sometimes he sings. Eeurgh!!
and, yes, deafness.
My next door neighbours are like that. They also take every single phone call they receive in the garden and they must think everyone that phones them is hard of hearing as they practically yell down the phone at them.

You must live on the other side. My neighbour also takes his phone calls in the garden. You can hear him halfway up the street - but in French. Perhaps he is showing off the latest in mobiles. I am partially deaf but can still hear him without my hearing aid. To be fair, he doesn't do it during the night or I might complain.
Has it ever occurred to you David that the persons you refer to are elderly, hard of hearing, deaf, had brain problems that has effected their hearing? I work with people that has L.D. & it's surprising how people mock them! they don't seem to understand ALL OF US can end up like these people It only takes a severe car crash, bang on the head, why don't you read up on the cause of hearing impairments before you knock something that you don't know (It seems, nothing about).
Cant speak for david TWR, just myself (obviously) and no, haven't. I just assumed, probably correctly that they're ignorant pi$$ed up Neanderthals who have no consideration for others and can't think beyond where they're going to get their next can of stella or bottle of white lightening from.
Don't think there is anything wrong with my neighbour, it is me that is elderly, hard of hearing etc. I have been told by his son he just has a loud voice. I didn't complain, just asked what language he was shouting in! Very circumspect, me! (he-he)

my next door neighbour is Kosovan, quite a nice family guy but shouts on the phone we can hear him in our living room and again he takes evening calls in the garden for the whole neighbourhood to hear.
Also when I hear these cars on the road with music so loud its deafening and as we live on a main road wakes us up as they wait for the traffic lights to change, in 20/30 years time they will all be deaf as posts.
seems a bigger problem with some cultural groups too... when l spent a lot of time in a neighbourhood with a high population of one group I found almost all the males were very loud...as if they were rutting stags trying to out roar/grunt their rivals..and it is interesting that they were a group that seemed to place high value on 'machismo' or its equivalent. The women on the other hand seemed to be mostly quiet when the men were around.
I had a nasty neighbour a few years ago who use to talk really loudly and scream and shout abuse at her kids!
My loud neighbours are a middle aged couple and their 24 year old daughter and her newborn baby. The women of the family are very loud, the daughter is also prone to foul language. The poor bloke is the quietest of the bunch except when he thinks it would be a good idea to start sanding their stairs (electric sander) at 1am.
Off to get some breakfast now. He woke me up early this morning (7 o'clock) hammering on something. Not content with his loud voice I suppose - got to supplement it with other noises. Could be worse.
yeah could be worse, it could've been 6am....
ahh yes.. summer days in the garden, with that scrag over the back, screaming at her 15 (well, maybe 5) kids, who are generally screaming, shouting or fighting :o/
My neighbors seem to have all their family's young kids round in the summer months too Sara. These are all toddlers or primary school age. They then proceed to torment them and shout obscenities at them. It means we can't sit in our own garden at all. We live in a terraced house so these neighbours are as close by as it is possible to be without being in the same house. I often find myself wishing they would have some harm happen to them.
