i have continous cold(runnning nose) for last 20 years since my 2nd child birth

my mother is now 45 years old. she had no medical problem untill giving birth to my younger sister 20 years ago. she has running nose from then on.
we have no pets in our house.
she has this cold problem irrespective of the place or house.
it becomes worse during the winters.
she feels better only during summers(35 to 40'C).
any suggestions!
