Maybe Selfish... But Please Help

My parents let my sister smoke and drink, her and her friends stay up all night and listen to music loudly. I just wanna play games and make videos but cannot with all the noise. Should I tell the cops so they get in trouble or will it end badly for me as well?

If the neighbours aren't complaining I doubt the police will be interested in sister squabbling. Ask your parents to arbitrate and find a solution that annoys you both for being unfair.
Can you not find somewhere else to go?

You don't tell us the ages of you and your sister.
Listening to loud music isn't a crime, otherwise most of us would have spent our formative years behind bars. Either work it out amicably, perhaps with parents' help, or move out. Working people need to find appropriate accommodation, and that includes video makers.
Have you tried politely asking them to turn it down a bit - tell them your education is suffering as it probably is - last resort earplugs or noise cancelling headphones
