Skin discolouration

My partner, an afro - caribbean male,appears to be losing the colouration of his skin. It started under the chin and is spreading round his neck. There is no raised or broken skin, or any itchiness. Does anyone know what this is, and is there any treatment? He is very concerned in case it spreads to his face. Any help or ideas would be appreciated.
