yeah defo, i am a beautician and i first had mine done about a year ago and it does make a difference when done properly!
does it work if you do not have long eyelashes?
It's just like perming hair. You get different sized rollers dependant on the length of your lashes so it works well on anyone.

I had it done once and for the first day I could see my lashes in front of my eyes! It was really freaky! I felt like a camel. hahahaha! But as in normal perms, the curl does drop and takes on a more natural curve.

It's nice, but I wasn't too fussed with it. I'm not that bothered about curling my lashes with curlers at the best of times anyway.
I made an appointment to get mine done a few years back but when i got there the beautician advised me not to get it done!

She said that when they first came out, the lotion wasn't "taking" and the eyelashes weren't holding the curl so the company that manufactures the lotion increased the strength, and then some people reported their eyelashes curling up like balls of frizz and breaking off!

As I say this was a few years back so it may have changed but that was enough to put me off!
