Apart from surgery.
My mum uses No7 Protect and Perfect serum from Boots and swears by it. She used to have really bad, dark bags under her eyes and if she ever went out without concealer people would think that she had been in a fight! They are non existent now :)

Eyesential, temporarily shrinks eyebags for up to 12 hours I think. Failing that Haemorrhoid cream does a similar thing, but probably wouldn't try that myself.
my mother in law has very baggy eyes. She seems to think that No7 protect and perfect intense cannot be used near or around the eyes. Do you mean their eye cream or similar. Thankyou

Yes, professional models and makeup artists often will use Haemorrhoid cream. It does smooth out lines and puffiness.

I think I read somewhere that pile cream works.

i get baggy eyes and have spent a fortune on eye creams gels ect and they dont really work on me.so i now use iced cold water on a tissue i place the tissue on my eyes for 2 mins and it reduces the puffiness and helps with dark shadows too.
