They were pot boilers in the 1930's. Fiendish Oriental plotting to take over the world. I did read one or two years ago. Sax Rohmer was the author

there were a dozen or more of them, with a wily Oriental as the ultimate villain - these days it would probably be a fiendish Islamist, but I expect it will be someone Chinese again within the next century. Pretty rubbishy as I recall.
