Fractal art would be randomly generated by a programme. Digital art could include fractal art, as it's all art forms created with the aid of computers.
Fractals are images that endlessly repeat themselves. A good example in nature is a fern leaf. If you look at the bits growing from the stem, they look like the whole leaf. And they are made up of the same etc..There are other examples in nature (snowflakes, I think). Digital fractals use algorithms that produce the image. Digital art is just what Chillum said.
