A colleague of mine could do that.
Have you thought about approaching your local Uni or art college - good artists but not silly prices.
What about Jake and Dinos Chapman?

Check out the work of American artist Jeff Koons who has used childrens toys as the basis for a lot of his recent work, eg. balloon dog (a huge sculpture of a toy dog) and puppy (another large installation).

Also try Jake and Dinos Chapman of the YBA genre (young british artists) championed by Saatchi. They have created pieces using toy soldiers, toy cars etc into 'scenes'. I remember one called 'Hell' that made an impact!

Koons, and the Chapman bros. especially, although they use child's toys, do not create art FOR children. In fact some of their stuff can be very disturbing eg. the mutant children mannequins they create, and as is typical for YBA's and similar artists have generated lots of strong feelings, so be wary.

Ooops, there we go ... marmaduke had the same idea while I was writing my answer :)
