The extention that my neigbour started trenching for back in late June 08 is, I would say 99% finished,apart from the one wall facing my property,which needs a final skim and or sparing. The builders access via the remaining fence to my property is still open.There is building rubble and chippings over my lawn.No one has been since before Xmas. weather has been cold but dry,and in my opinion not a factor for non building.Is there any action I can take.

Put the fence back up! And tell them you'll take it back down when they actually show up and clear up!
if you do do that, make sure you take pics of your fence, cos when it gets smashed down...
The temperature is too low to do rendering right now.
Can you not talk to your neighbours and ask them if they could kindly arrange with the builders to cart away the rubbish on your garden? Or have you already tried that!. Your neighbours probably want the builders back to finish more than you do.
It certainly is Buildersmate!! It would be pointless rendering in this weather.
