Are they the only two options?
Unnecessary managers within the NHS.
Committees, any of them, mainly the Government advisory committees the committee on spending cuts and the committee to decide which committee loses its funding.

oh and any Governement feasability study.

But if we're to understand that the title of this question and the one from the poll is the same- it's basically asking who we'd like to see become worse off financially- right?
