In the last two days I have seen 2 small flies, which appear to be covered in a white fluffy substance. Is it something they have picked up, or is it part of them ? And what are they called, anyone know pls ?

Its the family of homopteran bugs - whitefly, Aleyrodidae - out and about at the moment. They particularly like crucifers, especially brassicas!
