Caterpillar forming to Butterfly

Is this tranformation normal for every caterpillar in their lifeline or is it more an option or a trait for only some species?

Most caterpillars go through metamorphisis from the larve stage of their lives to become either butterflies or moths.  Some varieties don't, however.  Each two or three years we have infestations of tent caterpillars, which would be better tolerated if they did become butterflies...
